- According to Yahoo Autos, it might be the Smart Car. There is just not enough real data collected on average repairs yet to know. If it is not, then the next cheapest is the Toyota Raris. But a used paid for car would beat either one if it was a car like a used Miata.

- According to Consumer Reports the Honda Fit is the clear winner if you include depreciation. Prius is a close second but it doesn't meet your criterion of under 12,000 (Euros?). Depreciation of the Smart has not been established yet but while it may be cheap to insure and fuel they will probably be very hard to resell. The have a very rough ride, underpowered, a very jerky transmission, no luggage room, and of course only two seats. They will probably also get a reputation as death traps when the get hit by larger cars although they do well in single car accidents.
- There's no point in buying a brand new car & then worrying about running costs: For example, even if you choose a car with very low depreciation & exceptional reliability like the Honda Jazz, your projected depreciation over three years will be £5,000 before you even drive the car - this amount alone would pay to tax, insure, maintain & even run a used car (depending on your annual mileage) for the same period.
